A circumventing-systems suspension is an account-level critical violation in Google Merchant Center. Unlike a product disapproval, which affects individual listings, this stops every product in your account from serving Shopping ads until the account itself is reinstated. Google applies it when it determines a merchant deliberately attempted to evade enforcement rather than comply with policy. Remediation requires identifying exactly what triggered the finding, removing every evasion signal, and submitting a detailed, factual appeal.

What Google means by “circumventing systems”

Google’s policy, published at https://support.google.com/merchants/answer/6150127, defines this violation as any attempt to “evade our enforcement.” The policy identifies four core behaviors:

  • Cloaking: showing Googlebot or AdsBot-Google content that differs materially from what human shoppers see
  • Multiple accounts: operating more than one Merchant Center account for the same business without Google’s authorization
  • Post-suspension account creation: opening a new Merchant Center account after an existing account has been suspended, without resolving the original issue first
  • Using third-party accounts: routing through an agency or partner to continue advertising after your own account has been restricted

The critical distinction from other policy violations is intent. Google’s reviewers evaluate whether the account holder knew enforcement was occurring and acted to avoid it. That higher standard also explains why the appeal process is more demanding: vague assurances of future compliance do not clear the bar. You need to name what happened, explain why, and show what changed.

Why it triggers a suspension on Shopify

Shopify’s architecture creates several patterns that commonly appear in circumventing-systems findings.

Cloaking via theme code. Shopify themes are highly customizable, and developers sometimes add user-agent detection to serve lighter pages to crawlers for performance reasons. When AdsBot-Google receives a page that differs from what a shopper sees (missing product attributes, different prices, or absent content blocks), that is cloaking under Google’s policy. Third-party apps in the SEO, page-speed, and A/B-testing categories are a frequent source of unintended cloaking that merchants do not discover until enforcement arrives.

Reinstalling the Google and YouTube sales channel after a suspension. When a merchant uninstalls and reinstalls this channel, or installs it on a new Shopify store, Shopify may provision a new sub-account under the same Google Merchant Center parent. If the original account was suspended, Google can interpret this provisioning as a circumvention of the enforcement action.

Linked account relationships. If your store’s GMC account is linked to another business’s account (an agency, a parent company, or a distribution partner) and one account is suspended, that linkage may be flagged as an evasion signal. Review the linked account guidance for how to audit and clean up these relationships before submitting your appeal.

Domain or business overlap with a prior suspension. If you relaunched your store on a new domain after a prior suspension, Google’s fingerprinting of shared content, business address data, and phone numbers often connects the new store to the suspended account. This is one of the most common entry points for this violation category among Shopify merchants.

How to detect the issue on your store

Run these checks before drafting any appeal.

  1. Open Merchant Center, go to “Account issues,” and read the exact violation text. Screenshot or copy it word for word.
  2. Search for any prior notifications, previous suspensions, or earlier warnings across all Google accounts your business has ever used.
  3. Fetch your key product pages using a curl command with the AdsBot-Google user-agent (AdsBot-Google (+http://www.google.com/adsbot.html)). Compare the response body to what your browser renders. Price differences, missing product descriptions, or redirects to different pages are cloaking signals.
  4. Open your Shopify admin, go to Online Store > Themes > Actions > Edit code, and search theme files for userAgent, navigator.userAgent, and any conditional logic in theme.liquid or layout/ files.
  5. Fetch yourdomain.com/robots.txt and confirm it contains no Disallow rule that applies to AdsBot-Google.
  6. List every Google account your business has ever used. Check each one for a Merchant Center account and document the status.

Step-by-step fix

  1. Stop all non-compliant behavior before anything else. Remove cloaking code from your theme. Close any replacement or duplicate accounts. If an agency opened a shadow account on your behalf, coordinate to close it now. Google’s reviewers will crawl your store when they process your appeal, and active violations discovered during that crawl will end the review immediately.

  2. Remove cloaking from your Shopify theme. In the theme code editor, audit every Liquid template and JavaScript file for user-agent detection. Remove any logic that renders different content for crawlers. After making changes, re-run the AdsBot-Google crawl test to confirm the fix is in place before filing anything.

  3. Audit and isolate third-party apps. Disable apps in the SEO, speed, and split-testing categories one at a time. Re-run the crawl test after each. If the cloaking disappears when a specific app is disabled, configure it to serve consistent content or uninstall it permanently.

  4. Consolidate to one compliant GMC account. If you have opened additional accounts for the same business, close them through Merchant Center settings and document each closure with the account ID and date. If an agency opened a channel on your behalf after your suspension, coordinate to close it before filing.

  5. Verify and align your business information. Your Merchant Center business name, physical address, and phone number must match your Shopify store’s contact page and your official business registration. Inconsistencies in these records often compound the original finding.

  6. Draft your appeal with specific detail. Structure the statement around four elements: the exact behavior in violation, its root cause, the corrective actions taken with dates, and the process change that prevents recurrence. See the appeal section below for the required structure.

  7. Submit via Merchant Center. Go to Account issues > Request review when Google presents the option. Do not attempt to appeal via email or live chat. Those channels do not process account-level enforcement reviews.

What to include in your appeal

A circumventing-systems appeal is held to a higher evidentiary standard than a routine product policy appeal. The reviewer assessing your case needs confidence that the behavior was identified, understood, and permanently eliminated.

Specific acknowledgment. Name the exact behavior in violation. “Our Shopify theme included user-agent detection that served a reduced page to AdsBot-Google, causing product prices and descriptions to be hidden from Google’s crawl.” Avoid language such as “we were unaware of the policy” or “we may have inadvertently violated guidelines.” Those phrasings signal that the root cause has not been identified.

Root cause. Explain what caused the behavior. Was it a developer performance optimization? A third-party app that was misconfigured? A business decision made immediately after a prior suspension?

Corrective actions with dates. “On [date], we removed the user-agent detection block from theme.liquid. On [date], we verified via curl that AdsBot-Google now receives the same content as human visitors. On [date], we closed account [ID] and consolidated all product feeds under the original account.” Dates and specifics carry weight.

Prevention process. Describe the ongoing check that prevents recurrence. A scheduled monthly crawl test, a code review policy for theme changes, a specific app configuration you have locked, or a developer checklist. The prevention element must be concrete.

If your situation involves a misrepresentation finding on a prior account (common when a merchant relaunched after that category of suspension), address it explicitly. Acknowledge the prior finding and explain how the current store’s policies and content differ from what was originally flagged.

Edge cases & when to escalate

Prior suspension never appealed. If Google suspended your original account and you never submitted an appeal, that unresolved enforcement action is the foundation of the circumventing-systems finding. In most cases, Google’s review request will cover both the original reason and the circumvention. Address both explicitly in the same statement.

Agency-managed accounts. If an agency opened a replacement account on your behalf, you are responsible under Google’s policies. The agency’s action on your behalf is treated as your action. Audit the full account history with your agency before submitting anything. Google’s reviewers can see account creation timestamps and the management patterns associated with each account.

Cloaking from an app you cannot identify. If you cannot isolate the source after auditing your theme, disable all third-party apps simultaneously and re-run the crawl test. If cloaking disappears, re-enable apps one at a time until the signal returns. Document which app is responsible before reinstalling it with a corrected configuration.

Multiple enforcement actions across accounts. If you have circumventing-systems findings on more than one account, or if you have both circumventing-systems and misrepresentation findings active across different accounts simultaneously, a full account-history investigation is warranted before any appeal is submitted. Submitting an incomplete appeal in this situation typically results in denial and may reduce the time available before the next review opportunity opens.

DSA identity verification for EU merchants. If your store sells to EU consumers, the Digital Services Act requires trader identity verification in Merchant Center, which runs as a separate review track. Complete both in parallel. Completing one does not satisfy the other, and neglecting either will leave the account unable to serve EU Shopping ads regardless of the outcome of the other review.

Frequently asked questions

Frequently asked questions

What does the circumventing systems policy actually prohibit?
Google prohibits any deliberate attempt to work around its enforcement mechanisms. This includes cloaking (serving different content to Googlebot or AdsBot-Google than to human visitors), operating multiple Merchant Center accounts for the same business, using a partner or agency account to continue advertising after your own account is restricted, and opening a new account after a suspension without resolving the original violation. The full policy is published at https://support.google.com/merchants/answer/6150127.
Can I open a new Google Merchant Center account if mine is suspended?
No. Opening a new account while a suspension is unresolved is itself a circumventing-systems violation and will result in the new account being suspended as well. The correct path is to resolve the underlying issue on the original account and appeal there. If you have already opened a replacement account, you will typically need to close it and consolidate back to the original before an appeal can succeed.
How long does it take to recover from a circumventing-systems suspension?
The minimum realistic timeline is 14-30 days from the moment you have completed all remediation steps and submitted your appeal. Complex cases (particularly those involving multiple accounts, prior enforcement history, or DSA identity verification requirements) can take longer. Google does not publish a guaranteed review timeline for account-level suspensions of this category.
What counts as cloaking in the context of Google Merchant Center?
Cloaking is serving meaningfully different content to Googlebot or AdsBot-Google than to human visitors. Common Shopify examples include user-agent detection in theme code that redirects bots to different pages, third-party apps that render a stripped version of product pages to crawlers, and robots.txt rules that block AdsBot-Google. The standard verification is to fetch your product pages using a curl command with the AdsBot-Google user-agent string and compare the result to what a browser renders.
Does the Digital Services Act affect a circumventing-systems suspension?
For merchants selling to EU consumers, the Digital Services Act requires trader identity verification in Merchant Center. If your account has both a DSA verification requirement and a circumventing-systems suspension active simultaneously, these run on separate review tracks. Completing DSA trader verification does not automatically lift a circumventing-systems suspension, and resolving the suspension does not satisfy the DSA verification requirement. Address both in parallel.
Can a Shopify merchant legitimately run multiple GMC accounts?
Yes, but only if each account represents a genuinely separate legal entity with a distinct product catalog and no shared business identifiers such as address, phone number, or overlapping URL structure. If two accounts share any of those signals, Google treats them as the same business and flags the duplication as a circumventing-systems violation. A single Shopify store with multiple storefronts does not by itself justify separate GMC accounts.
